RS Security, teamed with local Helena architecture firm, Slate Architecture, for the programming and design and remodel of the existing Lewis & Clark County Law Enforcement Center (LEC). Existing conditions surpassed its functional capacity of 58 beds as designed 30 years ago. To help alleviate the overcrowding and lack of bed space, the LEC was renovated by removing all law enforcement offices from the first floor and converting it to a full detention center. Final renovations established a fully functional Detention facility providing 156 beds, Medical, programs, and Intake center. RS Security scope included, Planning, Programming, Detention Design, Budget pricing, Specialized construction administration and commissioning.
OCCC is the largest jail facility in the state of Hawaii. RS Security, LLC in association with IA / Architects Hawaii was selected by the State of Hawaii to evaluate their existing jail operations, project inmate populations, staffing analysis and develop a master plan for future facilities. Our consulting team projected the Inmate populations, classifications, and bookings for a period of 30 years. RS Security reviewed the current staffing and evaluated the effects of renovation, expansion, and building new. Based on facility evaluations and existing conditions, the state is moving forward with planning and master planning for a new 1100 bed male facility. RS Security has the lead role for space programming, site studies and facility master planning. The first phase included evaluating their existing jail operations and developing a life cycle cost for operating and maintaining the existing facility. Phase 2 master plan effort includes developing several building options comparing operational models, staffing, and budget pricing. Phase 2 to be completed in the third quarter 2022. This project is scheduled to move into the design phase in 2023.
In association with Selser Schaefer Architects, RS Security Provided the team with detention design services. Scope included: existing facility survey to evaluate existing conditions, capacity, and operational efficiencies. Based on the survey finding, RSS facilitated planning meetings with city and county officials to determine renovation / expansion scope. Proposed scope included expanded housing, productions kitchen, security control modernization and perimeter security. With the completion of Schematic Design in 2022, and based on available funds, our team is moving forward with the contract documents with additive alternates to address volatile construction markets. Teamed with Simpson Coulter Studio, RS Security had a leading role providing the teams detention design services. Scope included: existing facility survey to evaluate existing conditions, Evaluate intake services, Planning and programming for new clinic, medical housing and commitment housing. RS Security facilitated planning meetings with Sheriff’s, county officials, and staff to determine renovation / expansion scope. Proposed scope included phased construction for Intake remodel, new clinic, and 48 bed medical housing unit. With the completion of feasibility study the team received approval to move forward with contract documents RS Security scope includes, Planning, Programming, Detention Design, Budget pricing, Specialized construction administration.
RS Security, LLC was selected by the Stevens County to evaluate their existing jail operations, project inmate populations, staffing analysis and develop a masterplan for future expansion. This first phase included evaluating their existing jail operations and developing a life cycle cost for operating and maintaining the facility. Our consulting team projected the Inmate populations, classifications, bookings for a period of 20 years. RS Security reviewed the current staffing and evaluated the effects of renovation, expansion, and building new. The masterplan effort included developing several options including renovation, expansion of building new and compared construction cost vs operational cost. Late in 2021, the county requested similar services to evaluate their court facilities to determine the impact to the overall design and project costs. As of 2022, Sevens County is looking for public support and capital funds to move forward with developing plans for a new Justice Center
